Companies are hiring contractors again, and fast. Q2 2026 saw IT contractor demand hit a 35-month high, with temporary billings growing at their fastest pace since early 2023.
Meanwhile, permanent hiring is still stuck below growth territory after a record 45-month downturn. The message is clear: organisations want specialist skills, but they want them on a flexible, contract basis.
Whether you’re a contractor deciding your next move or an agency advising clients, this is the data that should shape your Q3 plans.
The Q2 Numbers at a Glance
Day Rates
Median UK developer day rates sit around £500 nationally, with the broader IT contract average at £576. Senior specialists in AI/ML, low-latency Java, and cloud platform leadership are commanding £700–£1,200/day, particularly in London.
By discipline:
- Cloud & Infrastructure: £566/day
- Software Engineering: £533/day
- Product Management: £521/day
- Data & Analytics: £501/day
- AI & Automation: £472/day (though AI skills attract a 17–26% premium in practice)
Demand
The KPMG/REC Report on Jobs shows temporary billings up for a fourth consecutive month and temporary vacancies rising for the first time in two years. Within IT, agencies report clients using contractors for transformation, AI and cyber work rather than expanding permanent headcount.
IR35
Outside-IR35 opportunities have increased, but this isn’t a blanket reversal. More specialist, project-based outside engagements are being created, while inside-IR35 volumes remain substantial with larger clients. Around 56% of UK Microsoft-stack contractors are working outside IR35. Inside-IR35 roles typically carry a 15–25% day-rate premium to offset the tax and NI burden under umbrella arrangements.
From 6 April 2026, the small-company exemption threshold for IR35 rose from £10.2m to £15m turnover, changing which end clients are classed as “small” for IR35 purposes.
Hybrid Working
Hybrid-first is now the default for IT contractors. Most roles expect 2–3 days onsite (the “midweek anchor”), with fully remote roles more common in niche, outcome-based or Statement of Work engagements. Across the UK workforce, roughly 27% are in hybrid roles and 13% fully remote.
What This Means for Contractors
Price for your specialism
If your skills sit in AI/ML, cybersecurity, cloud platforms, or enterprise transformation, you have leverage. These areas command the highest premiums, and there’s genuine scope to push towards the upper end of rate bands on complex programmes.
On inside-IR35 engagements, make sure your rate includes the 15–25% premium needed to offset the additional tax and NI costs. Run take-home calculations for both inside (umbrella) and outside (limited company) scenarios before you negotiate — knowing your numbers puts you in a stronger position.
If you’re working inside IR35 through an umbrella company, choosing the right one matters. A compliant, transparent umbrella — like SmartWork — means you keep more of what you earn and avoid the nasty surprises that come with less scrupulous providers.
Think project, not just day rate
Clients are increasingly buying outcomes, not hours. Fixed-scope engagements of 3–12 months tied to specific deliverables are becoming more common, with extensions based on results.
This means being comfortable talking about scope, milestones, and acceptance criteria — not just your daily rate. If you can frame your offer around business outcomes (e.g., “reduce cloud costs by X%”, “deliver MVP in 12 weeks”), you can often secure higher effective rates.
Plan for both IR35 outcomes
Don’t assume every role will be outside IR35. Inside-IR35 roles remain common with large end clients, while more specialist, project-focused outside roles are growing.
Practical steps:
- Clarify IR35 status at the outset and ensure the contract and working practices align
- Check whether the new £15m small-company threshold affects your end client’s obligations ons.gov
- Model both scenarios so you can negotiate from an informed position
Be flexible on location — it’s a differentiator
Most contracts expect 2–3 days onsite. Being willing and clear about your location flexibility can set you apart, especially on transformation programmes where client-side presence is valued. Fully remote still exists, but it’s increasingly reserved for highly specialist or outcome-based assignments.
Work with agencies as partners
With contract demand leading the recovery, agencies are actively seeking strong, compliant, specialist contractors. They report that clients want domain knowledge — FinTech, EnergyTech, HealthTech, DefenceTech — not just technical skills.
Build relationships with two or three specialist IT contract agencies. Be upfront about your IR35 preferences, rate expectations, and hybrid requirements so they can match you to the right opportunities.
What This Means for Agencies
Contract desks are where the growth is
The data is unambiguous: contract and temporary billings are outperforming permanent in growth terms. Agencies with strong IT contract practices are seeing the strongest rebound. free-work
But the market is more selective. Demand is concentrated in cybersecurity, AI, and enterprise technology, with clients expecting domain expertise alongside technical skills.
IR35 and SoW capability are non-negotiable
With inside and outside IR35 roles coexisting, agencies need to advise confidently on status determinations, umbrella usage, and the commercial implications of the new small-company threshold. The shift towards SoW and outcome-based models also changes how you sell — there’s more emphasis on managed delivery, risk transfer, and compliance than on simply supplying day-rate contractors.
Partnering with a compliant, reliable umbrella provider makes this easier. When you refer contractors to SmartWork, you know compliance is handled properly, your contractors are looked after, and you can focus on what you do best—matching the right people to the right roles.
Use hybrid working as a selling point
Agencies that can match candidates to clients’ hybrid models have an edge. Selling the benefits of flexible, specialist contractors who are comfortable with 2–3 days onsite helps win assignments on complex, collaborative projects. hiringlab.
Build specialist networks
Generic technical skills aren’t enough. Invest in relationships with contractors who have depth in high-demand verticals — AI, cyber, cloud, enterprise transformation — and who understand the business context of the sectors they work in.
The Bottom Line
Q2 2026 is a market that rewards the prepared. Contractor demand is growing. Rates are holding firm and rising for scarce skills. IR35 is more nuanced than a simple inside-or-outside story. Hybrid working is the norm.
For contractors: specialise, price intelligently, understand your IR35 position, and work with agencies and umbrella providers who genuinely have your interests covered.
For agencies: invest in contract capability, build your IR35 and SoW expertise, and partner with umbrella providers like SmartWork who make compliance straightforward for you and your contractors.
The opportunities right now are some of the best in several years. The question is whether you’re positioned to take them.
